6v wiring on E4 again

I put a known good battery on it and the starter barely moves. Volt meter reads 1 to 4 volts from battery to starter post when the button is pushed. Probably bad connection(s) so I'm going after that next. My question, can the internal contacts on the solenoid be bad? It's been sitting over 15 years in a fairly dry but dirt floor shed. When I put the engine on and split the frame I made sure all the surfaces were clean for good grounding but how can I test for that?
 
First off use caution before trying to start, transmission in neutral, brakes on, ect. ect.. With a set of jumper cables, jump direct to the starter post from the battery. If it fires up the ground is good, if it does not improve hook up the other cable direct to the other battery post and a bolt holding the starter on.
 
YES starter switch or solenoid contacts get burned and pitted and carboned up resulting in heat and voltage drop leaving less energy to crank the starter. There should be little drop across the switch/solenoid.

If you only start with 6 volts in the first place, you cant afford to drop 2 or more volts across a bad switch/solenoid or bad cables

I would FIRST remove clean n wire brush bright n shiny each and every battery and cable and ground and switch/solenoid connection.

Consider at least 1 better yet 0 or even 00 Gauge cables on 6 volt systems.

It can help to locate the ground cable to a good clean solid frame member close to the starter
