Ford CM224 help

Trying to revive a Ford CM224 with the shibaura diesel engine. ( My disclaimer..I have not done a lot of work on diesels) It sat for 3-4 yrs after owner had a stroke but ran great up to that point.

Drained all the old fuel, fresh fuel, bleed the system. I have fuel at the injectors, however, I do not know if there is enough pressure. When lines are removed and engine cranked it only comes out 3-4". I know I have 1 bad glow plug by checking resistance.

Engine does not even attempt to start. I have tried a squirt of ether (yes I know it is very bad for small diesels but trying to troubleshoot here) and it didnt even try to take off. It is pulling air; if I place my hand over the air intake hose when cranking it collapses the hose.

Shut down was bypassed by previous owner, assuming the solenoid went bad, it has a pull cord on at this time.

Any thoughts? Bad injector pump? Bad injectors? I dont want to play the "change parts until it works" game

If not, no fuel is getting in the cylinders.

I have not seen anything out of the exhaust.

If I have fuel coming out of the injectors, they are wet with fuel when I have pulled them out, what is preventing it from getting into the cylinders? What is my next step?

How about fuel filter? How about battery? Is it spinning over quickly. Diesels will crank and squirt fuel all day but not start if they are not turning fast enough.
 
Are the glow plugs working and are you using the,?

Those little (pre-chamber?) diesels won't start without 'em.
