Tractor fires on ether but isnt getting any gas.Supposed to be new carb.Sat for a while so I soaked it in gas put it back together still same problem.Now Im lost please help.Thanks
 
Soaking in gas will do nothing. You need to use carb cleaner,
blow air through the passages and use fine wire to clean the
gunk out.

You did check to make sure gas is getting to the carb and you
have a steady stream.

But how about through the carb?Remove the bottom plug in the carb bowl and catch the gas in a pint jar.The flow should be enough to fill a pint jar in 2 minutes or so.No gas or slow gas = plugged elbow screen,needle valve plugged,or float stuck.plugged passage ways.
 
Soak if in gas well what will that do it sits soaked in gas any time the gas is turned on and old gas will clog up a carb. One need to soak it in a good carb cleaner and then spray out all the passageways with carb cleaner spray and also poke the passageways out with a small piece of wire or as I use a torch tip cleaner tool and then spray it out again and blow it out with air.

That all said try this.
#1 pull the carb drain plug and make sure you have a steady flow of gas that will fill a pint jar in less then 3 minutes. If you have that
#2 hold your hand over the air intake of the carb while trying to start it. You should both get a good suction on your hand and also gas on your hand if you do not get both it is not getting gas like it should or you have a vacuum leak

Pull your plugs. if fuel soaked you have and electrical problem. Ether doesn't take near as much to fire as gas does..
