Ford 2000 3 Point Problems

I have a 1964 Ford 2000 4 cylinder Tractor that is having problems raising the 3 point. The FEL works and the PTO works fine. The fluid looks milky but no worse than it did before it quit working. It had been taking longer and longer for the 3 point to raise but now I ran it for a half hour and it just will not raise at all. The last time I used it a couple of months ago there was a delay in lifting or lowering the 3 point. I did move a trailer with it and it jerked on the 3 point a little bit but no more than I have in the past. Any help would be appreciated.
 
Unused for a few months would cause me to first investigate loss of prime. If type pump that has hex plug toward front (top), loosen & run looking for bubbles. Try applying compressed air at hyd dip stick, too.
 
Thanks JMOR. I tried both of those with no luck. No bubbles coming out of the pump and I tried putting pressure in the tank. I was going to change the hydro oil as it has not been changed in quite some time and it appears to have water in it. Could that make a big difference?

ounding more like the infamous unloader valve is stuck. Disassembly required.
