Mf245 wont idle down

After adjusting my throttle linkage per specs. The mf 245 gas continental 145 tractor engine goes to full throttle and wont return to idle even with the throttle pulled all the waydown.
Any suggestions?
 
The book procedure on those can be confusing. I am basing this on adjustment procedure for a Z134 engine, a few years earlier, but assuming they are similar. If this doesn't sound right, I am wrong, so don't proceed any further! Also this requires reaching near moving parts, so if you are not comfortable, don't try, get someone else to make the adjustments.

First, with engine off, set the hand lever to the idle position, look at the throttle shaft of the carb. The throttle stop screw should be against the stop, indicating the throttle is in the idle position. If the screw is against the stop, and the engine runs away when started, there is a problem in the carb, as in the throttle plate has come loose from the shaft.

If the throttle is not against the stop, the throttle or governor linkage is out of adjustment.

If you moved the U bolt adjustment, with engine off, loosen it and rotate the arm until the throttle is held closed when the dash lever is in the idle position. If the U bolt was not previously adjusted, leave it for now. This is a critical adjustment, so we will revisit this later.

If the link between the governor arm and the carb was adjusted, it will need to be corrected. Be sure the link is connected properly to the carb. Pushing back should bring it to idle, forward is open.

This procedure is easier with an assistant in control of starting and stopping, and standing by in case of a runaway!

To adjust, break the jamb nut loose on the link, remove the pin from the governor arm. Set the dash lever to a mid range position, hold the disconnected rod toward the rear, which closes the throttle, have the assistant start the engine. You are in control of the RPM, so proceed with caution!

Slowly start bringing the RPM up while watching the governor arm. The arm will begin to move toward the rear as the RPM comes up. It will not move far, so watch closely. It will reach a point where it stops moving. Note that position carefully, as that is the end of the travel the governor can provide. Stop the engine. Adjust the length of the disconnected rod so when the governor arm was at the REARWARD END of it's travel the carb will be in the idle position. (This is the most common area of adjustment confusion, as the governor will only travel so far back.)

However, if the governor arm never moves with the engine up to 2500RPM or so, there is a mechanical problem with the governor.

If the governor checks out, and the rod is properly adjusted and reassembled, it should now idle and respond to the dash lever without over revving.

Back to the U bolt adjustment, that is where the max governed RPM is set. With the dash lever at full speed, rotate the U bolt arm until the engine runs at 2250 RPM, and returns to idle when returned.

One other test, with the engine running at full governed RPM, carefully over ride the governor down to idle, then release the governor. The throttle should instantly spring to wide open, then return as the engine reaches governed speed. That proves the governor is working as it should and is properly adjusted.
