NAA Surging Governor

My 1954 Ford NAA needed a Governor Compensation Compensating Spring replacement as the old spring had "sprung". With the new spring, the governor is now surging. How do I resolve that?
 
All that compensating spring does is even out the effort it takes to move the throttle lever to the "FAST" position, countering the effect of tugging on the actual governor spring.

Replacing it shouldn't have anything to do with surging.

Did you adjust or bend or tighten or loosen anything else nearer to the governor and carburetor?

All that being said, probably the MOST common cause of surging is carburetor issues, try tweaking the idle and load adjustments a bit and see if that has any effect.

Could be debris or water in the carb, as well.

As the throttle opens and the engine speeds up, the flow of gas through the carb has to transition from the "idle" circuit to the "load" circuit", and if that doesn't happen as it's supposed to the engine will surge.
