John Deere 4650

Hi guys,
I'm new here but I have a question about a john deere 4650 powershift which I am looking to buy.
I come from the netherlands and there is this john deere 4650 for sale. However this tractor has an issue. When it fires up it runs very smooth but it also driving already. Not when in park but when its in any gear. Forward or reverse. I would like to buy this tractor and restore it, but I'm not sure what the problem is. Do you guys have any idea what it could be and what it would cost to repair?

It could be as simple and cheap as a worn out clutch disc that has had a chunk flake off and bound the disc to the flywheel or pressure plate.
 
Sounds like normal Power Shift operation to me. There is no clutch disc. The inching pedal is 100% hydraulic.
 
Hi, thanks for the answer so far. I have to edit my problem however. I said the tractor would stay still in park but is isn't. The tractor will be moving a bit when fired up. However it seems to have trouble with pulling the higher geears. Like the engine can't take it, is it because the gears are just to high to start pulling that gear? Sorry for the bad info before.
