Using threadlocker in freezing weather

I am rebuilding my tractor's transaxle in a tent this winter where the temperature fluctuates from 20 degrees farenheit to 32 degrees farenheit. I'm installing 1/2" and 5/8" national coarse studs and bought Permanent Strength Threadlocker Red PX #26240. I won't be putting tractor back to use for several weeks so will this threadlocker cure within a week in the freezing type temperatures or should I use a Permatex surface prep\primer product? Also would anyone suggest a different threadlocker other than PX #26240? Thank you in advance.
 
I don't think there is a minimum temperature. Even if it does not set, by the time it gets put into use it will have set.

The prep primer will make for a stronger hold, faster set.

Main concern is to have the surfaces clean and oil free. I rinse with brake cleaner, blow dry, then assemble once there is no trace of oil or grease.
