International 606 Diesel problem

Hello Everyone, New to this site, but not new to tractors. This summer I purchased an IH 606 with the d-236 engine. Previous owner put on a brand new roosa master injection pump. Tractor will only start on ether. (all glow plugs are working), and no I am not using ether with the glow plugs. Also tractor runs hot, doesnt overheat, but runs hot enough to drip out of radiator overflow. I flushed the radiator,oil cooler, water pump impeller is working, new thermostat, fan belt is tight. Previous owner had head gasket replaced also a few years back. He said it didnt overheat for him but he had not really used it since the new injection pump was put on. Im thinking possibly a timing issue with pump. Suggestions???
 
Has the timing been checked? Even when new the D236 was a lousy starter, best way to fix it is put D282 crank and pistons in, and rework the cylinder head so ALL valves are flush. Then the compression heat will be higher to correct the hard starting.
 
I have that same engine in a little Hough 30B payloader. How long are you holding the glow plug button before attempting to start it ? Mine may need 1/2 -1 minute on the glow plugs before cranking, but it always starts no matter how cold. Never have needed starting fluid. Check your pump timing and make sure the glow plugs are OK. You need fairly long preheat time for any cold start, even in summer.
