SOS pto will not stop

I just bought a Ford 4000, diesel with SOS tranny, pto will not stop when I pull knob out, any suggestions where to start trouble shooting

It is supposed to start when you pull the handle out. When you push handle in there is not power to the shaft, but it will continue to turn because it has no brake and there is drag in the clutch.

The operator's manual advises taking the pto out of gear and shutting down the engine before handling the pto shaft or working on pto driven machinery. Any transmission. It's the kind of warning a man might ignore when when he was in a hurry, or thought nobody was looking, but it's still good advice.
