Gas tank outlet plugging up

I have an old Ford that has bits of rubber in the gas tank that came either from construction or repair. Up until now, when the outlet gets plugged I just blow back through the gas line to clear it out. Now there are evidently smaller pieces plugging it just enough to keep it from running at more than an idle without stalling. Anybody got a solution to clearing this stuff out for good, without taking the tank off.

You would have to drain tank but one of these stop the plugging of fuel outlet in bottom of tank.

From their site- "Internal filter screen for gas tanks that are mounted under the seat. Presses into the gas shut-out valve where it goes into the gas tank. Prevents sucking gas off the bottom of the tank, and keeps dirt and sediment out of the gas lines. (This is not for use on gas tanks that are mounted in the cowl)"

Mine is a cowl tank.
 
To do it right you need to remove the tank and flush
it out. Then install the tank screen already
mentioned.
