Ford 900 power steering cylinder repair

Hello friends,
Does anyone have a trick for removing the recessed seal in the power steering cylinder assembly? I've been at it for hours and not making any progress. Any advice would be appreciated!
 
I have always been told the only way to repair those is you have to cut the end off and have it braised back on. local place has them for 700 bucks. Apparently the chrome was a design flaw as it wears off and creates a problem with the seal. pretty poor design by ford.
 
Hopefully it won't come to having cutting the end off. I have not tried air pressure, seems like a long shot. My shop manual simply says "use a sharp instrument and pry the seal
out". Easier said than done.
I dropped it off at my local hydraulics shop yesterday for them to give it a go. Fingers crossed!

If the rod needs to be replaced the cylinder has to be cut. The seal can be replaced just by removing it out the end. I have three Fords with this poor steering system, and Charlie has already stated on another thread that his rod has no rust. The rods get rusty and pitted only at the center point and only on the underside. There is of course no point in replacing the seal if the rod is pitted. AS I stated on the other thread I repaired a pitted rod five years ago by thoroughly cleaning the pits, filling with JB Weld and polishing it smooth.
