Rebuilt mag., carb, timing is dead on. Can't get this tractor to fire at all. I have sprayed starting fluid directly in cylinder and in carb. Hoping to try pulling it to get it to start. Any suggestions? Tractor hasn't ran in 5 years.

Don't use starting fluid, use just a little gasoline instead.
You said timing is dead on but do you have spark and is it 180 degrees out of time maybe?
Is it getting gas up at the carb? That carb has a drain valve at the bottom of the bowl. Open it and see if fuel runs out.
Starting fluid doesn't always work on gas engines like people think it should.

It needs 4 things to run.

1. Fuel
2. Air
3. Compression
4. Ignition Source at the correct time.

With #1 plug removed and grounded to frame with plug wire, I have spark at TDC on compression stroke. I've tried a little gas in the chambers. , but right now I have no fuel to carb. I Just expected her to cough a little by now but still nothing. Want to try pull starting to get the juices flowing better. Compression is good , and all valves adjusted right. I'm stumped

You automatically got troubles when you bought a F-12.Those was one of the most useless tractors that's ever been put on the market.I had 10 to 1 rather have a pair of mules.
