Z134A Governor - Bad Replacement Part?

Hi

I'm replacing a governor on a Z134 engine on a massey 202 work bull. My question is, should the governor track that holds the ball bearings be free spinning? From my
logic it should, but the 'new' governor I just purchased does not freely spin. It'll spin half a revolution then bind up. Assume its a bad part.

From what I can tell is that when the governor track is secured to camshaft, the backplate would remain floating, and the little gizmo that holds the ball bearings
spins, due to being held in place with a nut against the camshaft.

I have video posted too in order to help illustrate. The video shows the old governor which spins.

Been a while since I've done one of those, but I think the plate is supposed to spin.

My thinking, since the cone piece doesn't spin, and the balls are spinning inside the cage, the back side of the balls need a movable surface to roll on.

I do remember something about a vent hole up inside the cam that needs to be open to let the cone slide in and out freely. And the nut only torques to 35 ft lb., easy to break the end off the cam.
 
Thanks Steve! You're also right about the vent hole. Doesn't seem like I can check that without removing the head, etc., so I'm keeping my fingers crossed. Hopefully some compressed air & luck works.
