Behlen power steering

Can anybody tell me how to diagnose a behlen power steering system that doesn't work. If I operate a hydraulic valve it still doesn't steer. Gauge shows low pressure at the steering motor around 200 lbs. Don't know how to determine if my steering motor has a problem or if it's the priority valve. Everything I've read says it the priority valve. Never heard of the steering motor itself being bad. Seems pressure is leaking or bypassing someplace.
 
Has it ever worked properly? I got two tractors from one family. They must have attempted to put the PS on the other tractor, without realizing that they needed to take the Hydraulic valves off to get the Priority valve swapped also. Eventually I figured it out and have a working PS system on one of the two tractors. Mine has the steering motor plumbed out of the bottom of the first valve. Has it sat for a long time? Maybe the fluid leaked out and you now have an air lock in the motor? It is a pain to remove the three valves, but you may need to do it to inspection the Priority valve.

It did sit for a period of time before I had it. I actually found a sticky valve in the priority valve so I cleaned it up with some 400 grit and it doesn't stick anymore. No change. And it has never worked very good. It really hasn't ever worked much at all. Sometimes it acts like it wants to but mostly no.
