Ford 3400 power steering problem

I have a 1971 Ford 3400. The power steering does not move without effort. It feels like it is trying. I have replaced the pump and rebuilt the control valve with the same results. l removed the cylinders at 1 end and they move slow.
Does this sound like what bad cylinders would do? I would like to know before l spend big bucks on them. Thank you Dan
 
Could be leaking internal cylinder seals.

Testing is a messy job, but involves disconnecting one cylinder line, capping the line, blocking the cylinder in mid travel, then pressuring up the other line while watching for oil to bypass the seals.

Need to check each cylinder as one will bypass through the other.
