Kralinator oil filter

Maybe a dumb question. Can somebody explain to me how the oil flows through the old Kralinator filters used on the Cockshutts with Buda engines. It's a partial flow filter fed by an external line from the oil passage in the block. The oil enters the side of the canister and exits from the bottom. The center tube runs to the top cover with a bolt. There are no holes in the bolt or center tube and I don't quite get how the oil gets out after passing through the filter element.

ook at that center tube very carefully for a small 1/16 th inch hole
