Have I removed the entire Brake Seal for 1947 Farmall H?

I needed to remove the brake seal on my 1947 Formal H. I got help from the internet and watched the video. Yes, it was a bugger to 'chisel out'. But did I get all of it? I remove the 'outside' metal plate. But there's another metal plate just inside about 1/2"(looked like the outside plate). I started to remove that thinking it was the back side to the seal. But now I'm thinking I should have left that one alone. (Tried to take a good pic showing back side of outside seal along side the brake shaft.) Does the (old?_ seal) have a front and back metal plate? Thanks for any help.
 
Unfortunately the new seal are much thinner and made of a polyurethane.
The old seal had a metal outside with a leather seal (which has long dried up and mostly disappeared.) I was advised to replace the old seal, which was much thicker, with two new of the newer, but thinner, polyurethane seals.
However, after removing the outer cover (and what was left of the leather), it did not look like there was room for two seals. Instead I see another metal piece that looks like the one I removed about 1/2" inside. I am wondering if this metal cover was the backside of the old seal, or if I am damaging part of the tractor I should have left alone.
I am hoping I am able to post a pic of the situation. The pic should should the back side of the outer metal cover looking into the tractor.
