730 pto will not disengage, and its whinning

My pto will not disengage. Tried the obvious 1st the foot pedal, then tried turning the post that sticks up next to the foot pedal with a flat on it for a wrench, and we can't get that to move. The tractor is screaming. What could be the problem, and how do I mitigate it? Thanks!

I took the the pto clutch and housing cover out last night. Started the tractor and its still screaming. Something is not releasing up front below the engagement rod next to the foot petal. When you apply pressure to that shifter lever with a crescent wrench the whinning is no where near as bad. For some reason it will not disengage..... Maybe a bad woodruff key or the shifter arm or spool have an issue?

On a 630, the PTO engagement lever slides a gear under the first reduction cover. I've never worked on a 730, but I'd think they would be similar.
