1972 Bobcat M371, Axel Leak and Seal

Hey All,
Looking for some assistance on our Bobcat 371. We are trying to diagnose and fix a small hydraulic leak from one of the rear tires. When I pulled the tire off, there is a silver cylinder around the axel shaft. Can someone help me with what this is? The other shafts don't have it so I am guessing it was placed there to help with the leak. However, the leak continues and we would like to get it fixed! Step 1 is figuring out what the silver item is and if there is a simple fix to stop the drips. I have some pictures attached. Two are of the cylinder and one is of one of the other axels for comparison.

That sleeve is some kind of quick fix for a housing that has probably been damaged from being run with a bad bearing.

I don't know why that would have been done, as it appears the axle housing bolts to the frame on that model, and can be replaced.

There will be a sprocket on the inside that drives the axle, not sure how it comes apart though. Once the axle is out you can assess the condition of the housing.
