1086 International steering issues

We have a 1086 International Tractor that started having intermittent steering issues. The issue increased in frequency to the point where the steering locked up. Over this past year I replaced the MCV valve and pump, rebuilt the steering cylinder (internal) and swapped the hand pump out from the second 1086 we own. Prior to replacing the MCV valve it would steer to the right but not to the left. Once the steering was straight and I would steer to the left, it would not only be extremely hard to steer, but the tractor would slow down and stop as if you pushed in the clutch. After installing the new MCV valve and pump the tractor worked fine for a few hours but is now doing the same thing it did before. I used all new gaskets, O-rings and oil when I installed the new parts and verified that all my oil lines are not clogged. It is an open center hydraulic system. Any ideas where I should look for a problem causing these steering issues?
