Ford 861D powermaster PTO problem

The PTO on my Ford 861D tractor does not stop turning when I push the clutch in. This tractor had been sitting for a while out in the weather before I got it. Would the PTO be seized up somehow? It seems to engage and disengage just fine.
 
An 861 would have a double clutch so it can be either out of adjustment or the PTO clutch disk is rusted tight to the fly wheel or pressure plate. You might get lucky and free it up but hooking it up to something that would load the PTO down and block the pedal all the way down. The big problem is finding something that would put a good load on it but yet not have the tractor moving since with the clutch down you cannot drive it.
 
This requires a little creativity, like hooking the 861 to a brush hog, engaging the pto,

blocking the clutch down, then using another tractor to pull the 861 through some heavy growth for a while.

How high is the pedal when at rest? In order for it to work the PTO it should be about nine inches off the board. There are two holes for the linkage pin.
 
Or hooking it to say a grinder or an elevator etc where you can use it to work and yet load the PTO up
