Engine block heater vibrates like a tuning fork?

I put a new 1000-watt heater in my Oliver 1650. It fits in the cast iron elbow just below the water pump and I don't think that the heating element is touching anything inside. Heater does the job but 'hums' and seems to vibrate at a high frequency (middle C?). The last one did not do it. I don't get a jolt from it but what is going on?

Not enough water flow.
 
Some seem to "sing" just because of the way the coolant flows around them when hot. Others, not so much.

If it's working, just hum a melody along with it and enjoy the tune.
