7130 Magnum 3pt. won't go up ?

I'm working on a 7130 Magnum tractor for a friend and the 3pt. won't go up. The amber light that usually blinks when you first start the tractor until you cycle the hitch is not blinking. The only error code is 5 which I think just means you're not getting a signal from your draft pin sensors (they are unhooked, only want manual operation of hitch anyway). I have looked in the side consol and don't see anything broken or disconnected with wiring associated with the hitch (the up/down rocker switch, the potentiometer, etc.). I tried to follow piping and wiring but I'm not 100% sure I have located the valve under the cab but I have tried to look at any and all valves with a mirror and flashlight and thus far I don't see anything obvious (mouse chewed up wire at the valve etc.) Any suggestions?The only other test I have done is pull and check every fuse in the fuse panel-they are all good. The breakers are good too.

Ask the owner if they had the lift arms off.

The lift arms have never been off of it in the time he's owned it.
