21 plow tire tube

Trying to fix up a pretty decent JD 55 ABH 3-16 plow that needs all the tires replaced. No problem with the 12" and 16" tires but it has the rare 4:00 x 21 on the lift side and I need a new tube. The only place I can find it is the Miller Co. and they want $48 plus shipping which is more than I gave for the plow. Has anyone tried to use a 19" tube with a 21" tire? Can it be stretched that far? If the wheel wasn't in such good shape, I would consider cutting it off and welding a 16" wheel on the existing spokes. Any help appreciated.
 
David ,Yes you should be able to use a 19" tube in a 21" tire if the 19" tube is 400x19 with no problems.
