1989 J.D. Power steering line blows

My John Deere skip loader keeps blowing a line that runs from behind the steering wheel down to the frame.Its a half inch line maybe a return line looks to be low pressure. No steel in this line I cut in a hose mender and now the hose blew in another spot. I'm thinking some thing is frozen and causing pressure build up.
I have basic knowledge. Was wondering what you think the problem is?
 
You might as well toss us a bread crumb or two here, and post the model # of your John Deere "skip loader" that has a steering wheel.

Lots of really poor made hose out there. Replace the complete line with one of better quality.

Sorry for being so vague. It's a 1989 JD 210C

I did end up replacing the 400 psi OEM line
With a 300 psi after market and it held.
I did also remove a hydraulic block of some kind and
Warmed it up and reinstalled it . Then dumped the milky oil and added some fresh oil. Then I will run it and change it again and the filter.
Then on to figuring out what's wrong with forward.
In the shuttle shift (borgwarner) I suspect forward clutch discs shot. I have replaced that oil and cleaned the screen

It's working now. The oil was milky and its cold here
So I changed the fluid and warmed
