Still having problems with my 3414 Internation

Ok so I double checked all the linkages going from the throttle to the governor and from the governor to the carburetor and all looks like it should be. Tractor is running fine but when I let go of the linkage going from the governor to the carburetor it will instantly push the carburetor to full throttle. The throttle lever is all the way back. It does seam to slow RPM's when I push throttle all the way forward (as long as I along side the tractor to move the linkage back down. Should I be looking into the governor to see if there's a problem in there? Please help!!
 
With it not running, when the throttle is fully open the gov should be pushed in the same direction to it's fully seated position. You will have to unhook the linkage to check that this is the case. As the RPMs increase the weights extend and push the throttle back towards idle.
 
That does sound like a governor problem.

But it could also be a linkage adjustment problem.

Try taking the link from the governor to the carb loose. Disconnect the governor spring from the speed selector linkage (lever on the dash). Hold the throttle (at the carb) closed and start the engine. This is best done with an assistant to be ready to shut the ignition off in the event of a runaway!

Push the disconnected governor linkage in the direction it would go to increase the engine speed. Hold it there and carefully bring the RPM up slightly. If the governor is working, you will feel the weights begin to push the linkage in the direction that would close the throttle.

With the RPM up, and linkage is fully extended to the "closed throttle" position, it should line up with the hole in the carb when it is against the idle stop screw. If not, extend the linkage until it lines up.

If you don't feel the governor linkage pushing back, there is an internal problem with the governor.
 
notajohndeere ,You didn't have the butterfly and throttle shaft out of the carb when you rebuilt it did you.Maybe put it back in wrong.
 
Governor linkage must be adjusted so when the centrifugal weights are collapsed, the carb is at full throttle. Not an adjustment you usually have to mess with unless someone changed something. All that governor is - is rotating flyweights that collapse when it is not rotating and push out when it turns.

Carb is a simple automotive carb and not a typical tractor carb. Same British-Zenith VN or VNN carb was used on small British cars in the 60s. Downdraft and likely has an automotive type accelerator pump.
