Delco-Remy Generator Restoration Issues

I've got a Delco-Remy gen I pulled off an old John Deere 1010. I took the generator apart, sanded all the copper and silver until it was clean again, and cleaned out all the wiring and other components. I checked all the wiring and everything is properly connected. I took a manual battery charger and tried to test it, but the only thing it does when I tap the A terminal is hum and vibrate; It won't spin. I took a multimeter and measured the voltage coming off the F terminal when I spun it by hand, and I got up to 50ish MV per rotation if I spun it fast by hand. Is this generator working, or is something else going on?
 
Unless its a high amp charger, due to such low resistance between ARM and case ground, a small charger just cant motor a generator, try a battery..........
