Ford 2000 Holley carb running very rich

I just put a kit in a Holley carb from a 2000 Ford. Float level is correct, float needle is sealing well, cleaned &blew out ports. Now running extremely rich, but NOT floading, it's like I put in a much larger jet. I've done many, many carbs of all kinds, but this one has me stumped. Any odd things on this model I may have missed ?? Carb list #3656.
 
Air cleaner good and clean if not that can cause th problem. Also if you put in a new needle and seat if the seat in not tight that will cause that or if it has the rubber tipped needle you need to put a set in it or it does not seal well. To set it drop the needle in the seat then tap on it a few times. Then if you look at it you should see a ring in the rubber tip. That ring it setting the needle to the seat

Thanks, I did chk the needle with a vacuum gauge, it's sealing, but I will take another look at the air cleaner. Appreciate the input
 
Revisit all the gaskets, sometimes there are slight differences that can block air bleeds.

Not sure which Holley was troublesome, somewhere along the era you are working on. Had one I tried every way known to make it work, several people told me to forget it, replace it with a Zenith. After many failed attempts to prove them wrong... I replaced it!
 
Just a couple of guesses here...Holly? power valve on bottom of bowl? if so wrong size or blown, accelerator pump? check ball and spring
