1967 ford 2000 3 point won't move

Hi a little back ground. First time tractor owner. Bought a 1967 ford 2000 3 cyl gas tractor with a fasco fel. Tractor had a blown engine but was told everything else worked.
Replaced engine. Changed all the fluids.
Have 2 hours on new proof meter. Fel loader was operating but extremely slow, 3 point hitch not moving at all. New fluid looked like chocolate milk so drained and did a diesel flush where I cycled fel ( moved a whole lot faster) and tried 3 pt hitch but that didn't move.
I looked for a selector switch and there is not on this tractor. Remote hydraulics are controlled by double spool valve.
I am open to suggestions at this time as to what to do next.

Hydraulic fluid looked like chocolate milk, changed it when I replaced engine, and only had about 2 hours on it. Flushed with diesel and atf. When I did that fel moved fast up and down but 3 point hitch didn't move at all. Refilled with fresh hydraulic fluid still no 3 point movement and fel worked slowly. Checked again today and now nothing is moving fel and 3 point.. I ordered a lift cover repair kit. Also when I refilled with fresh hydraulic fluid and bled pump. I put a hose barb firing into pump and ran the hose to the rear resevoir. After running awhile I still had small air bubbles in line . I took a pic will see if I can upload it

My 3-pt worked OK in warm weather but would chatter and lift slowly or not at all when it was cold. I went through the lift and bled it like you did but it wasn't much better. Then went to the pump. It looked OK so I put a new O-ring on the body but that didn't help. Finally fixed it with a rebuild kit, new balls and seats. First try bleeding it more. Sometimes it takes a while to get all the air out.
 
Get a good repair manual, Before you throw parts at it, order a pressure Gage 1000 to 5000 lbs, only 15 bucks for a good one, establish you have 2K on your pump pressure, if there sufficient pressure . Go threw all your pressure relief valves clean and new O rings , make sure small balls in valves are correctly seated in the middle. You can remove you inspection plate on left side, with tractor running take flashlight and see if fluid is flowing out of your lift piston. If so will need rebuilt. Replace all old O rings.
 
Thanks mike, I have a pump repair kit and a lift cover kit on order.
I removed pressure relief valve yesterday and found it stuck open. Took it apart and found 2 pieces of metal were keeping it open. So I think I have to get the lift cover off to see where the metal came from. When I reinstalled it fel worked slowly and still no movement from 3 pt.
Will post what I find when I get to it later this week.
