Tractor won't start. Won't turn over. New battery, new solenoid
What should I check next. It seems like it must be electrical. Has a good ground as far as I can tell.
Any suggestions?
 
When you try to start it does the solenoid click or does it do nothing. If it at least clicks then good chance the starter is locked up to the ring gear or it is bad or you have poor battery connections some place.

If no noise at all bad connections or you new battery or solenoid is not any good. I have had more then one new part be bad from the get go and had that with new batteries also.

You can also try a jumper cable from the ignition side of the battery to the starter stud and see if it spins over. Be 1000% sure it is out of gear if you try the jumper or it can run you over
 
Not a lot to go on but here goes...

Do you have a test light or volt meter? Either one makes electrical troubleshooting much easier, otherwise it's expensive guess work.

You will need an assistant to hold the starter switch while doing the tests. Do all the tests with the starter switch being held to start (unless something starts smoking!). Be very careful though, be sure the tractor is in neutral, keep your hands clear, it could start without warning!

Is the new solenoid clunking in, a good solid one time clunk when the start switch is held? If yes, check for voltage from the starter stud to ground. If battery voltage/bright test light, the starter is bad.

If a dim light/low voltage, and the starter cable heats up, the starter starts smoking, the starter is shorted or locked in the flywheel, or the engine is locked.

If no voltage to the starter, start checking back toward the battery, see where the power stops. Remember, do the test with the starter switch held on.

If the solenoid clicks rapidly, that is a sign of a low battery, or bad connection.

If the solenoid does not click, there is no power to the exciter coil, (the small stud that pulls in the contacts). Check the neutral switch, ignition switch, wiring back to the battery.

That will give you a place to start, let us know what you find.
 
I vote for locked up against the ring gear. Could also be stuck in 2 gears if the tractor has had any history of that happening.

Thank you! I will try this. The solenoid does click the starter makes no noise at all.
 
A click can be poor connections or the starter is locked to the ring gear and needs to be pull then put back on
