Steering Problem 1951 TO30

Need some assistance diagnosing the steering problem. Presently, the left front wheel
is turned almost parallel with the front axle with the upper drag link, spindle arm
pushed way back. While the right front wheel seems to remain aligned. Is this a
problem within the steering gear box or broken spindle, bushing or something like
that?
 
It can be a couple different things...

First look at the spindle arms. They should be straight and approximately 90* to the wheel. There is a key that holds the arm in position on the spindle, be sure it is in there and not sheared.

Turn the steering wheel watch the arms move. They should move equal amounts and directly opposite each other. Try turning the wheel lock to lock, count the turns, then go back 1/2 the distance. The arms should point just about to the end of the radius arm ball where it attaches to the frame, equal position on both sides. Watch for lost motion or looseness on either side. This would indicate a broken tooth on one of the pittman shafts, a common failure from hitting something with one front wheel.

How did it get this way? Was something taken apart? If so, could be as simple as a steering arm splined on in the wrong position, or a pittman shaft assembled one tooth off. But it can't get this way on it's own, only if it had been apart.
