Access to the strainer is a three bolt cover under the tractor. You have to drain the hydraulic fluid first, or it will all come out fast when you remove the strainer cover! Do not be tempted to wash the strainer in solvent. I made this mistake. It did not work. New strainers are not that expensive. Go to AGCOpartsbooks.com to look up the part numbers. You do not have to fool with the hydraulic pump, or take the top cover off. Look on page 101 of the AGCO books for the 250, Item 8 is the strainer access cover. On page 121, item 115 is the strainer, you will need some o rings also. The breakdown shows it all. To get in the parts books, click on guest user.

I would say that there is nothing wrong with your pump(s). Cousin had a 250 doing as yours is. It was strainer. Had about 2000 or so hours on it. Worked on a 253 with similar problems, new strainer, new oil, problems went away. Do you know if you have an aux pump? Does it have a lever on the right side of the seat? How many hours on tractor?
