ford 600 wont start

I have ford 600 starter wont engage. Tractor will run when pulled to start.
The starter spins fine when hooked up to battery off the tractor.
The starter button on the transmission has been checked and operates correctly.
The solenoid has been replaced and power to it changes with the key is turned on and off.
The battery test good and shows 12 volts. All the cables look good and have been cleaned at the connections.

Put it all together and No start! No click! No spin! No Nothing!

It acts like it's not getting power but it is. Maybe a flat spot in the starter?

HELP I'm at a loss for what to do next and don't want to just throw parts and $$$$$ at it.
 
12 volts is not a full charged battery it should be something like 12.5 or more.

You say the solenoid has been replaced but did you replace it with the correct one?? A solenoid made for a car or truck will not work on a tractor.

What happens if you jump form the battery side of the solenoid to the starter stud?? If when you jump it that way and it spins up the solenoid is not the correct one or hooked up back wards since on a tractor solenoid there is a starter side and a battery side and if hooked up wrong it will not work
 
If you have a six volt starter, a twelve volt battery known to be good will easily provide enough current through good jumper cables to spin the engine over. Connect the cables to the battery first, then one to the starter stud, then the other to a good clean grounding spot where the starter bolts up, ignition off, don't touch starter button, transmission out of gear, of course. If the starter does nothing, or the cables get very hot,(disconnect!), there is probably a problem with the brushes or commutator.
