Ford 8n Brake Shaft Issues

Hello all...

I am in the midst of rebuilding parts of my 1952 Ford 8n. I among other issues I have gear oil leaking through my axles into my brake drums. I have all the parts to rebuild the brakes and the seals, but I noticed something odd. The tractor has leaked since I have acquired it and had no brakes to speak of. Recently while fiddling with the tractor I noticed that the brake shaft on the left side of the tractor where the parking brake is spins freely. I was assuming it was somehow attached to the right brake shaft with the brake pedal on it.

Can anyone tell me if that left shaft is supposed to be free moving (I'm assuming not)? If not I will add that to the list of issues I'm tackling. As always, thanks for your input!

The left and right brake shafts are not connected to each other. the shaft should not be "spinning" . There should be linkage under
your left running board that connects to the shaft. That lever has a woodruff key that may be missing. It should not spin, should be
able to just rotate slightly until it engages the brakes,
 

I assumed they were connected via some kind of linkage, but it spins freely on the left. In fact, if it wasn't for the arm that holds the shoe for the parking brake coming into contact axle housing I believe it would be able to spin a full 360 degrees. Is that possible that the linkage has broken completely. I'm guessing I will have to pull it apart and look, I was just wondering if it is a common known issue. Thanks for your input!

The end of the shaft under the drum is shaped like a "T", the only way I could think of that it would rotate would be if that is not in
contact with the shoes?? The arm for the emergency break should only rotate up a little and down more if shoes are worn.
Rotation should be maybe like 2 o'clock up and down to maybe 5 o'clock time to take it apart and see what is going on.
