Case 700 diesel injector pump

I've purchased a case 700 diesel, the engine was seized but a couple hours with some penetrating oil and I've got it freed up. I've drained all the fuel and changed filters, I've got fuel right up to the pump but I can't get fuel at the injectors, the throttle linkage all moves free, is there something possibly stuck inside the pump?
 
Don't remember what pump is on the 700, Bosch inline, or is it the American Bosch PSB? The inline may have some stuck plungers, the PSB may have a broken main plunger. Hope it's the inline, that's easier to get parts for..
 
It has the rotary pump or the American Bosch pump, I was told that the tractor was running when parked, I used a crank to turn it over when I unseized it and it broke free easy, the linkage moves freely on the outside but could something be stuck inside possibly?
 
Sad to say, but I'll bet the hydraulic head plunger is broken already when the engine was first turned over, or at least the plunger guide broke. I tell guys to NEVER turn a PSB pump that's set awhile, take it of WITHOUT timing it even. I can usually save the head-plunger assembly IF it's not ben turned at all..
