Tractor won't start

I have a 49 Massey Harris Pony I've been fixing up. Put a new seal kit in the engine and seals in diff. I put it back together got timing figured out had to running. Trying to put it under load and seeing how it works. Kept stalling trying to pull out sumac trees maybe 4" thick. The tractor can pull out the trees I pulled a few before tearing it apart. Anyway so I checked the RPM and was only getting 1150 or so instead of 2050 no load. So I started to adjust the governor. I think I did it a little far. Couldn't get it started fiddled with it got it running even less rpm. Got it back into the garage. Now I can't get it to start at all. I replaced the governor spring. rechecked the timing. I have spark....plugs are wet. What is up?
 
Plug wet says plugs are gas fouled clean or replace them. Carb float maybe stuck or your air cleaner needs to be cleaned.
Spark needs to be a blue/white that jumps a 1/4 inch gap or more at all 4 plugs
 
they were new plugs so I will clean them all up. I did have nice spark but will double check all the plugs. I'll have to take carb off to have a look. I've taken the air cleaner off just to get it running. Thanks for input
 
Try this and if it helps then it narrows down where the problem is.
#1 check the spark and make 100% sure it will jump a 1/4 inch gap at all plugs
#2 turn the gas one count to 30 then turn the gas back off and try to fire it up. If it fires up turn the gas on fast as in before it dies. If when the gas it then truned on it does not want to run right try choking it some if that help it is running to lean if it hurts it is running to rich
 
Thanks OLD. It was in fact the plugs. I guess it was running to rich and fouled up the plugs. I had a beautiful spark jumping 1/4" so figured they were good. But no spark when I grounded to the block. Cleaned them up and she fired right up. Just need to adjust the gov to get her set right and play with the air/idle screw on the carb. manual says between 1.5-2 turns out. But even at 2 it was running rich. I have it around 2 1/4 - 2 1/2 right now sounds alot better. I'm going to get everything set and run her for a bit and recheck the plugs to make sure its not running lean.
