Power steering valve leak

Hi,
I asked this question in the Massey section but no reply so I thought I would try here.
I have replaced most of the seals in the valve which stopped the leak at the top, but there is now a leak from what I think may be a relief hole in the bottom of the valve.
Does anyone know for sure what this hole is there for and should the leak stop if the piston is properly adjusted?

That would be a vent hole, should not be any oil there. Probably a cut oring where the spool goes through the valve bore.

I replaced the top seals on the spool (16 and 17).
Could you identify the likely o ring (s) which could cause this leak lower down?

Spoke to a Massey mechanic who works mostly on the older ones and he reckons the spool is worn and I need to replace the valve. He sells the valves as well.
Took the valve to my local car mechanic who is a good man and he reckons that if the adjustment is wrong and the spool is pulled out too far this would allow the by-pass. I haven't managed to get it properly adjusted yet but at one point the leak from the bottom stopped from a stream of oil to nothing. When I told the parts dealer this he said there was no relationship between the adjustment of the spool and a leaking vent....I'm not so sure about that.

If that doesn't work, then I could try blanking off the vent with a grub screw. I noticed that the (Turkish) replacement valve has no vent.
I am reluctant to get a new valve as the importer told me that he has had a few problems with them.
My car mechanic reckoned I might get some issues with back pressure if I blank off the vent.
 
Since you were able to get the flow to stop, it sounds like there is either an adjustment problem or something assembled wrong. The springs and spacers, 13, 14, 15, set the depth of the spool. If something is not right there, the spool will come too far forward and unseat the oring, #4.

Or that is the way it appears from the diagram, no actual hands on.

I would not try to plug the hole.

Was out at getting the a grub screw put in so didnt see your post.
The leak has stopped with the screw in and have managed to get the power steering adjusted so it works reasonably well whilst moving (right better than left but fine adjustment couldnt change that) but at a standstill there doesnt seem to be any power assistance at all. The p/s used to work quite a lot better at standstill and moving before I started trying to deal with the leaks.
I suspect the issues there are now must be the pressure from having the vent closed. Reckon I need to take the screw out and try and adjust again......
