stop rust

I don't know what I'm doing, so if this is a stupid question, sorry in advance.
The old wagon that I'd like to get back up and useful has a bit of rust on the inside.
How do I go about stopping/slowing that down? Do I just sand it down? If so, what do I recoat it with? Any hints?

Pick a few loads of ear corn in it,it'll shine up.

skuff the rust with sandpaper or skuff pad,spray with Osphro (phroshpic acid) and let dry then coat with zinc rich primer.
