Epoxy paint question

Will rust come back through an epoxy paint if it wasn't treated before painting. We had some guys at our local railroad museum put epoxy primer over a very rusty car last summer. The loose rust was removed but they didn't treat the surface before painting.
 

It all depends on how long you want it to last. If you desire 25 years or so, remove all rust with your favorite method, then apply acid wash to convert anything left to iron phosphate.
 
It depends on how well the rust was removed. If there is only a slight hint of rust the epoxy primer will prevent moisture from re-activating the rust. On the other hand if enough rust is left to prevent proper adhesion the paint will lift and allow moisture in. One of the benefits of epoxy is if there is a gouge into the paint to the metal the metal will only rust in that spot and not bleed out under the surrounding paint.
 
There is no substitute for thorough prep of any paint project. The best paint will only delay the process if rust is present. Epoxy is a great product if applied properly. The most common mistake is letting to much time elapse between coats. Epoxy must be sanded with 100 grit before the next coat if left to cure for more than a few days. Otherwise the bond between coats will be weak resulting in a series of shells instead of a bonded finish. How much time you have before needing to do this step varies, Read your product information before starting. I hope this helps.
