Mechanical Voltage Regulator adjustment needed??

Here is my voltage regulator for my 1961 Case W3 with diesel 188 and generator. It a 12 volt system negative ground.

I have the field wire and gen wire hooked up properly. In photo they are not hooked up. My stock ammeter was defective so I bypassed it and mounted a voltmeter with a needle under dash.

Referring to photo below, my voltmeter registers 12 volts at about 1000 rpm. I discovered if I momentarily lightly press my fingertip on tab where spring attaches I get just over 14-1/2 volts (spring at lower right). Could it be this out of adjustment? Do I bend tab where spring attaches or ?. I have read about these regulators and "cut-in" cut-out", regulator coul, voltage coil, yet having a hard time understanding it. If I leave headlights on voltmeter drops to just under 12 volts. So far my battery is staying charged.

hat is the field control (voltage regulator section), so increasing that spring tension will increase voltage output. Sometimes a little goes a long way though.
