Loss of power Fordson Super Dexta Diesel

I have a Fordson Super Dexta with the diesel Perkins engine. Am experiencing power loss in the higher gears. Engine starts and runs fine. No smoke except at initial start for a few seconds. Runs and idles fine. Would it be an injector or governor issue ?

Won't be injectors if it idles OK. Have filters/fuel supply been checked from the tank? Injection pump may be running out of fuel for some reason..

Just purchased the tractor. Have bought new fuel filter and will plan on looking in the tank to see if there is any dirt. Will also be cleaning out the air filter to see if that helps. Thanks for your input.
