Where can I view the internal components for the tach/hour cable within the governor housing? Gauge works fine, new cable, but a simple plastic sleeve in the governor end housing.

I viewed the parts diagram, and I see the gears. On my cable end that goes in governor housing, there is a plastic sleeve, with nothing on it. About size of a 2" long pencil, with a slot on side for cable to slip in. What TURNS this? Could it be sheared off the gear?
 

Shaft of main gear was twisted off. Both the governor shaft drive gear, and the gauge gear are in good shape, so meshing was working before. The governor plastic gear is held on with a snap ring. Can I simply pry it off, and slide the gear off? If so, that's the easiest fix.
 

I got the snap-ring off, pulled the governor plastic drive gear off (small puller), but can't get the tach-drive gear off. I need about 1/8" more room on governor shaft. Long time back, Canadian Ken posted a method to do this. The governor gear (on left side, behind cover) is supposed to move slightly to the left, but it does not. Anyone ever moved that gear/shaft?
