New to forum buying Ford 2120

Hello, I have placed a sealed bid on a 1989 Ford 2120 with FEL. It was purchased new by the local parks and rec. It runs great with 2610 on the clock. The issue it has is hard to get moving in forward or reverse. they used the bucket to rock the tractor for a few minutes then it engaged the drive and was ok. Could this be the HSS clutch? If so what would the cost be if I do the labor? Any other things to suggest looking at for this condition? The fluid was a bit low but clean.The bids are being opened today 11/25/15 at 2PM.
