TAFE 45DI electrical problems (HELP)

I have a 1993 TAFE 45DI tractor that I bought in 2007. Ever since I bought it most of the time to start it you'd have to keep turning the key until it finally "caught" and started turning over. A few days ago I went out to start it and turned the key a little smoke come from behind the dash. None of the gauges worked after that. I didn't see any burnt wires, but I started with replacing the ignition switch with no luck. Next I checked the fuses and noticed it was in pretty bad shape, so I replaced the entire fuse box and fuses. Still no power when you turn the key on. I checked the battery and it is at 12.5v, and checked the hot wire on the solenoid and it read 2.4v whether the key was turned on or not. I'm not sure where to go from here. If anyone has any Ideas, Please let me know. Thanks
