1945 2N Tractor

1945 2N Ford tractor hydraulic on three point hitch will not work. I can lift the arms up and down by hand and there is no resistance at all. I have replaced the relief valve. While I was rebuilding the engine, I drained all the hydraulic fluid out of the unit, took the pump and everything apart. I cleaned all the parts, and reassembled everything and added new hydraulic fluid. Any help would be great!

#1 you being to lift he arms is normal operation of the 3 point since it is power up gravity down.
#2 do you have the PTO engaged when you try to make it work?? If you do not it will not work since the PTO is what drives the hyd pump.
#3 are you sure when you had it open that you got the controls hooked back up correctly??
#4 pull the right hand inspection plate off the one with the dipstick and have a look see inside and watch for a lot of oil movement or leakage form above which would be a bad cylinder.
