When you fill with oil, do you fill both the inside and outside, or leave the center empty and fill only on the outside to to the fill line?

The inner and outer chambers are connected somewhere by tiny holes, and the oil will achieve the same level in both over time.

So simply fill both to the indicated fill line.

It's not rocket surgery.
 

It's all explained in the operator's manual. If some dolt lost the book. Call the nice folks at 1-800-522-7448 for the info on CD or hard copy. They have service manuals too. The parts book is free on the JD web site.
On the subject of filters. Odds are 99.9% that the oil filter is not filtering as the oil is bypassing it. The large flat washer that belongs on the end of the filter has likely been thrown out with an old filter.
