:( '67 424 gas. When I try to start it, the electric fuel pump keeps pumping until carb is flooded. Is it a firing problem or a fuel pump issue?
 
Not sure of that model, but is it even supposed to have a fuel pump? If it's a gravity flow system, and it has an automotive electric pump, it is probably way too much pressure for the carb to handle.

A true flooding carb will be overflowing fuel just sitting with the valve open. Dripping a little fuel after a failed start is normal.

Causes of flooding are, as above , too much fuel pressure, trash in the needle/seat, damaged needle/seat, float set too high, float sunk.

Have you checked the spark at the plugs? No spark, it's not going to run. Look at the plugs, if they are black, they could be fouled from the flooding carb.
