Cannot remove rear wheels from axle?

Hello, I seem to be having troubles removing my rear wheels (Rims) off of my riding lawn mower. I was wondering if anyone could be able to help me figure out if i'm missing anything, Or any suggestions, Thank you.

I have tried and tried and tried to remove these rear wheels off of the axle. i removed the pin and washer from both of them, And they did not slide off. I thought it may be rusted or something, so i soaked it in WD-40, And it did not come off. So, i tried to lift the whole component off of the ground, and hit the center piece, to see if it would come of, But it still did not. I'm at a loss of ideas, I was wondering if anyone had any. Thank you very much.
 
As wonderful as WD 40 is it is not a substitute for penetrating oil. You need to soak the hub with lots of Liquid Wrench or another penetrating
oil like PB Blaster. It may take some time to get results and you may have to use a puller or some heat.. Make sure to deflate the tires before
applying too much heat. HTH . Sam
