806 Wheatland Diesel Tractor

Please help. I have an 806 Wheatland that hydraulics lift implement but steering wheel spins and won't work. Hyd filter was changed and oil is full. I tried to bleed air by removing 9/16" bolt from behind battery on left side of machine, that used to work but I can't even get hydraulic oil to bleed out at that location.
Where to go from here? Thanks.
 
Have you tried over filling the reservoir by 5 gallons? There is a suction tube o-ring that commonly goes bad, and filling 5 gallons extra full covers that o-ring and the hydraulics usually work much better. -Andy

So where is this O-ring located and how hard to fix? Five gal extra cause damage elsewhere? Thanks again.

I'm not sure exactly if the problem o-ring is the one between the castings for the rear end and the speed transmission, or if it's on the suction tube for the hydraulic filter. Either way, I just got done with a rear end overhaul on my 806, and it's a big job to tear everything down to fix those O-rings. I think a person could change the suction tube o-ring with the rear end drained and the hydraulic pump removed, but don't quote me. Anyway, over filling with 5 gallons will not hurt anything, in fact the service manual says to overfill by 5 gallons after replacing the ring and pinion like I had to, so I see no reason not to overfill.
